NOTICE OF RACE/CRUISE – March 25-27, 2016

RACE INSTRUCTIONS

Friday March 25, 2016

RULES: This event will be governed by the “Rules” as defined in The Racing Rules of Sailing (RRS 2013-2016) the prescriptions of the SU Sailing Association.  RRS 26, 29 will not be applicable.  This is a non-spinnaker regatta.

ENTRIES: Competitors may enter the Regatta by completing the Registration Form and turning it in by Sunday March 20th, 2016, the fee is $30.  Competitors will race in the PHRF class with ratings assigned as per the race committee per PHRF database.  This rating will be use to calculate the corrected race time.  Registration forms may be obtained prior to the event or by contacting Daven Voorhies (davensport@sbcglobal.net) or Peter van Oosten (peter@ramtec-marine.com).

NOTICES TO COMPETITORS

Notices to Competitors will be posted on the official Race Information Notice Board located in the Ice House at the Waterford Harbor Marina between Piers 14 and 15, or convey via email.

CHANGES IN SAILING INSTRUCTIONS

Any change to these sailing instructions shall be posted before noon before the day it will take effect.  Any change to the Schedule of Races will be posted by 2000 hours (8:00 PM) on the day before it will take effect, or by conveyed via email.

IDENTIFICATION

Each boat will check in prior to the Start on VFH channel 68.

SIGNALS MADE ASHORE

There will not be any signals from shore.

SCHEDULE OF RACES

Races will be sailed according to the schedule in the Notice of Race, unless changed by the provisions of paragraph 4 of these Sailing Instructions.  All times are GPS times.

RACE AREA

The race will be sailed around floating marks in the area Galveston Jetty, and Gulf of Mexico

The Start line will be between Marker 11 Houston Ship Channel and Race Committee Boat south of mentioned mark.

  • Marker #11, 29° 20.544’N, 94° 44.473’W.
  • Mark #5, south east of the south jetty, 29° 19.769’N, 94° 40.258’W
  • Mark #6, Freeport Ship Channel south of the east jetty, located approximately: 28° 55.426’, 95° 16.933’W

THE COURSE and MARKS

The course will be sailed from the Start line to Mark #5 and then to Mark #6.  All Marks are to be left to Starboard. Approximately distance is 44.2 NM

THE START

The Start time is between 9:00 and 11:00 hour (9-11AM) and all competitors will record their own start time.

The start is between 9 and 11AM at the moment the boat sees marker 11 at 0 degree compass bearing. The GPS time of that moment has to be broadcast on channel 68 and confirmed by the race comity boat.  Log this time in the sailing log.

RECALLS

There will be no recalls, all boats will start on the honor system. In case of a dispute about the start time the time of the race comity boat will be the used time.

CHANGE OF THE POSITION OF THE NEXT MARK

No change to the Marks will be made.

THE FINISH

The finish line will be the line where the compass bearing of marker 6 is 0 degree. At that moment the finishing boat will announce this time on channel 68 and log this time in the sailing log.

TIME LIMIT

The time limit is March 25th at 22:00 hour (10PM).

PENALTIES

A boat that has taken her Penalty Turns shall notify the Race Committee via VHF channel 68 at the first reasonable opportunity.  At that time she shall also inform the Race Committee of the identity of the other boat involved in the incident.

PROTESTS

Intent to protest shall be signaled in accordance with RRS.  The protesting boat shall also notify the Race Committee and be acknowledged before leaving the finish area.

A protested boat can clear itself on the water by making a penalty turn an in RRS 2013-2016 appendix B 44.

Protests shall be written on forms available at the Freeport Marina and delivered there within two hours following the arrival in the harbor of the Race Committee member.

The times and locations of the protest hearings, along with the names of the boats involved will be posted.

SCORING

The boat with shortest correct sailed time is the winner.

SAFETY

Any boat that has checked in, and then withdraws before finishing the race, shall notify the Race Committee on the water, or, if that is not possible, the Waterford Yacht Club race committee at 832-443-8138, or VHF Channel 68.

Compliance with RRS Life-Saving Equipment and Personal Flotation Devices Rules is required: “A boat shall carry adequate life-saving equipment for all persons on board, including one item ready for immediate use, unless her class rules make some other provision. Each competitor is individually responsible for wearing a personal flotation device adequate for the conditions.”

DISCLAIMER OF LIABILITY: Competitors participating in the regatta entirely at their own risk.  See RRS 4, Decision to Race.  The organizing Authority will not accept liability for material damage, personal injury or death sustained in connection with or prior to or after the regatta.

RADIO COMMUNICATIONS

A yacht shall neither make radio transmissions while racing, nor receive special radio communications not available to all yachts.  This does not apply to situations that threaten safety of life and/or property.

The Race Committee will monitor VHF channel 68 for the Pursuit Line and in the case of abandonment of the race.
